The Victorian Department of Finance and Treasury has selected more than 200 professional services firms for its $300 million-plus framework contract for business, financial and tax advice.
In order to ‘get optimum value for money’ from its consultancy spend, Victoria uses framework contracts for the most common groups of outsourced services. The “Professional Advice” contract outlines the preferred suppliers to whom the Treasury and Treasury should contact when they need advice or support on business and financial topics, tax advice, financial estimation services and integrity services.
The scope of the contract includes strategic work (such as policy review, reform and business case preparation), functional consultancy such as economic or tax support, project and program management support (delivery of change programmes) and a range of more specialized services such as tax consultancy and integrity consulting and accounting services during state-run tenders.
The interest in the large, prestigious contract was huge, and after competitive due diligence with all participating suppliers (in terms of aspects including capabilities, expertise, prices, but also added value, such as the results of social contracts), a total of 225 companies were selected. The framework agreement is concluded for three to five years – the initial contract period is three years with two optional one-year extensions built-in.
The winners
Among the named suppliers are dozens of leading consulting firms, including big hitters such as the big four Deloitte, EY, KPMG and PwC, medium-sized accounting firms such as BDO, Grant Thornton, Pitcher Partners and RSM, strategic consulting firms. McKinsey & Company and The Boston Consulting Group, global players such as Accenture and FTI Consulting, and domestic management consulting firms such as Nous Group and Partners in Performance.
